Job Overview

Type of position: Permanent Full-time (35 h/w)

Salary: $50,996 - $94,203 per year according to years of experience.

Under the authority of the head of technical services, the administrative processes specialist is a member of a multidisciplinary team of professionals and technicians dedicated to carrying out improvement, environmental health and sustainable development (EH-SD) projects. Administers the activities of his department to ensure the safety of people and the protection of property on the premises of the establishment. Provides training and information to employees in the area of fire prevention, WHMIS and the application of emergency plan procedures. He works in close collaboration with his deputy directorate for Hospitality, Environment and Continuous Improvement and with other sectors of the Technical Services Directorate. He acts as the main actor in the improvement process with the teams he supports and as a multiplier agent of the EH-SD approach throughout the Shriners Hospital for Children.

 

The administrative processes specialist has the status of project manager and is an expert in review, analysis, evaluation and process development methodology. He works with all sectors of his Department to assist them in their process optimization discussions and other continuous improvement projects for EH-SD, security and emergency measures. He is a facilitator of continuous improvement and EH-SD, security and emergency measures. It accompanies and supports its customers by setting up training, workshops or adapted tools. It contributes to improving the way things are done in its sector of activity by proposing effective and efficient solutions aligned with best practices. He plays an advisory role for the management of the documentary system and the development/revision of policies and procedures.

Responsibilities

Environmental health and sustainable development

 

Part A: Continuous improvement of the processes and activities of its management

  • Collaborate in the implementation of the management's tactical plan and its implementation;
  • Identify the needs of the sectors in which it is involved;
  • Plan, organize, implement and monitor to improve a process or procedure;
  • Participate in data collection and analysis with the project team of the situation to be improved;
  • Support teams when considering process optimization using the appropriate methodology (e.g. Kaizen workshops), as well as for the optimal use of quality management information;
  • Accompany and support the various teams involved in carrying out their activities using best practices;
  • Lead meetings and be a facilitator in the continuous improvement process;
  • Participate in the development of an action plan as well as planning of deliverables according to the principles of DST project management;
  • Create and participate in the implementation of management and reporting tools that meet the needs of its sector of activity or its clients;
  • Ensure the updating and improvement of management indicators under the responsibility of its sector of activity;
  • Encourage the contribution of other members of the organization.

 

Part B: Deployment of the environmental health and sustainable development approach

  • Act as a multiplier agent of the EH-SD approach within the DST and also in all the directions of the Shriners Children's Hospital;
  • Participate in the implementation of the EH-SD action plan of the Shriners Hospital for Children;
  • Coordinate the activities of the EH-SD subcommittees and lead work meetings as needed;
  • Support the teams concerned in planning and carrying out projects;
  • Promote links and coordination between the different stakeholders including external partners;
  • Participate in fundraising and documentary/information monitoring for environmental health and sustainable development (best practices and innovative projects);
  • Ensure the monitoring of indicators for the achievement of objectives and the achievement of targets specific to the EH-SD and collaborate in reporting to government authorities;
  • Contribute to the development of tools and activities supporting the implementation of a culture of environmental health and sustainable development promoting a participatory approach among Shriners Hospital for Children staff;

 

Part C: Accreditation/certification procedures and document management

  • Collaborate in the implementation of accreditation and certification processes for the DST and ensure their renewal;
  • Ensure the monitoring of action plans concerning the accreditation and certification processes of its sectors of activity;
  • Act as an advisor for document management and the drafting of policies/procedures.

 

Security and Emergency Measures

  • Identify, evaluate, prioritize and control potential risks related to the health and safety of individuals and the integrity of the infrastructure and ensure the implementation of corrective measures, if necessary;
  • Develop and maintain up-to-date programs and procedures related to emergency measures; train and/or communicate them to all personnel, security agents and contractors; ensure the application of programs and procedures and, if necessary, identify and implement appropriate measures;
  • Ensure compliance with federal, provincial and municipal legislation and regulations in force with respect to fire prevention, emergency measures and civil security and intervene as needed to correct the situation;
  • Develop, implement and keep up to date, using tools and systems, the inventory and the preventive maintenance structure to ensure the proper functioning of safety and fire prevention equipment in accordance with the legislation and standards in force and implement corrective measures, if necessary;
  • Maintain close relations with the various stakeholders in relation to prevention and act as a representative of management during visits and/or exercises;
  • Plan, organize and direct the holding of various annual evacuation and/or simulation exercises and, if necessary, certain emergency operations;
  • Inform and sensitize contractors on the directives, policies, procedures and regulations in force in relation to fire prevention and emergency measures and provides the necessary assistance and intervenes with them, as required;
  • Collaborate in maintaining close relations with the various stakeholders in emergency measures and prevention, including SIM, US and the SPVM, and act as a representative of management during visits and exercises;
  • Inform and advise the Technical services manager on any deficiencies that could compromise, place in a bad position, endanger or jeopardize the interests of the Shriners Hospital - Canada on any issue related to emergency measures, fire prevention and civil security;
  • Perform other related duties as required.

 

SIMDUT

  • Coordinate the review, design, development, implementation and ongoing maintenance of hazard mitigation plans (WHMIS), training programs, exercises, at the department level and for all areas of the hospital.
  • Coordinate revisions with evolving federal, state and local agency programs and best practices. This is accomplished in collaboration with all relevant departments.
  • Coordinate with local experts to ensure that emergency preparedness equipment and supplies are available and in good working order.
  • Assist in coordinating the recommendation for purchase of supplies/equipment as necessary.
  • Ensure that the storage and handling of hazardous materials meets all standards and codes.
  • Maintain the MDS database
  • As needed, perform any other related duties.

Qualifications

  • Bachelor's degree in business administration or industrial relations or another appropriate academic discipline
  • Minimum of two (2) years of work experience in developing and updating procedures and processes;
  • A green belt certification (Lean Six Sigma) or experience in operations management or Business Process Management will be considered assets.
  • Training or work experience in environmental health and sustainable development will be considered an asset.
  • Experience in project management, an asset.
  • Fluency in French written and spoken; capacity to communicate in English is required in order to support or collaborate with English-speaking clients and/or stakeholders.
  • Knowledge of Microsoft Office software (especially Excel & Word);
  • Knowledge of fire alarm systems;
  • High level of autonomy and initiative;
  • High level of availability;
  • Strong interpersonal skills and ability to interact with all levels of management;
  • Excellent organizational skills and ability to work under pressure;
  • Team spirit, rigor, integrity and judgment;
  • Demonstrated customer service skills and solution-oriented approach;
  • Analytical skills and ability to synthesize information.
